When it comes to mods that are expansive. You can’t do better than Fusion City Rising. One of the most downloaded mods on the Nexus, its boasts a DLC sized length and it’s not kidding. Adding a plethora of features and goodies, it puts a lot of DLC on the market to shame with its quality.
While not exactly incredibly lore friendly, the mod boasts a neon glow aesthetic, adding a new world space to explore, with new quests, weapons, armours, custom dialogue, NPC dialogue, vendors, locations and more. And that’s just reading from the list of added features on the mod page. Exploring the world of Fusion City reveals there is a lot more heart and soul hidden in the world.

- If that does not help: Enable papyrus logging for fallout 4; then enable full papyrus logging in the MCM settings (debug settings, set log level for papyrus to Information). Play with the handcuffs (e.g. Equip them, press tab a few times, open MCM debug settings and check if the mod detects that you are bound).
